nah I think they are both good, just go with what is more convenient/works better for your situation. Some ppl get a bit ansy saying one is better than the other but IMO quality salt and quality NSW are on par.

Natural Saltwater :) so water that has been freshly collected from the ocean

Not the bay ... but if you head down to the surf and find the right spot it's good.

Usually anything past Mornington is a safe bet but I would still test it. If there has been any recent rainfall it will probably make the water a little dirty for a few days.
